Did you ever see the Simpsons where Bart was pulling pranks by phone on someone in Australia and somebody there got mad that an American kid was messing with them and says something like, "I'm gonna take that up with the prime minister," and then turns to yell at a guy in an innertube in a lake right there, "Oy, Prime Minister!"

Your Stephen Harper story is really nothing like that, but reminds me just the same. :D
