I tend to use WinDVD Creator, and it has an option for tuning in an external device under its Set-Up Wizard. I have my video recorder rather than my tv tuned to the computer, as my digital set top box is tuned to my video recorder.
A friend uses Nero to tune to her video recorder, so I'll find out how she tuned it in for you.
I actually found it easier to just buy a digital tv capture card for my computer, then plug the computer straight into the antenna connection. The only reason I can't do this with my set-top box is because the box is from Foxtel. So I get my Foxtel stations via the video recorder and my free digital stations straight from the computer via the digital tv card installed. The card was only about $200 australian, so it could be well worth investigating.
